Non-City Created Boards


The following non-City-created boards and commissions have seats reserved for Council appointees:

ANDERSON COUNTY BOARD OF EQUALIZATION
Pursuant to Tennessee Code Annotated §67-1-401, Council appoints one (1) of the five (5) members to this Board.  The appointee must be an Oak Ridge resident and a "freeholder and taxpayer."  The term of office is for a two-year term.  The current appointee is Leonard A. Abbatiello, with a term expiration of December 31, 2012.

ANDERSON COUNTY COMMUNITY ACTION COMMISSION
This Commission is required by Tennessee law to have a Board of Directors comprised of eighteen (18) public and private agency representatives.  One (1) seat is reserved for a Council appointee who must be an Oak Ridge resident and may be a member of Council.  The term of office is a one-year term.  The current appointee is Benjamin J. Stephens, with a term expiration of December 31, 2012.

ANDERSON COUNTY DEVELOPMENT CORPORATION
This Corporation was incorporated in October 1997 to enhance, promote and stimulate economic and community development with Anderson County.  The Board of Directors is comprised of nine (9) members, including two (2) members appointed by Council who are Oak Ridge residents.  The term of office coincides with the Mayor's term of office.  David R. Bradshaw and Louise B. Dunlap are the current appointees, with a term expiration of November 2012.

The Corporation's Operating Committee is comprised of seven (7) members, including two (2) members appointed by the Mayor.  The current appointees are Richard Chinn and Thomas Tuck, with a term expiration of June 30, 2013.  

ANDERSON COUNTY ECONOMIC DEVELOPMENT ASSOCIATION (ACEDA)
The City is allocated four (4) of the twenty-five (25) seats on the Board of Directors of ACEDA.  Council has elected to have the Mayor serve as one of the four (4) appointments, with the other three (3) appointments being at-large from Oak Ridge residents or members of Council.  The current appointees are: Tom Beehan, Mayor (term expiring in November 2012); Leonard A. Abbatiello (term expiring on December 31, 2015); William J. Biloski (term expiring on December 31, 2012); and Domenic R. Giuliano (term expiring on December 31, 2013).

ANDERSON COUNTY TOURISM COUNCIL
The Tourism Council's Advisory Board includes representatives from the municipalities within the county.  Pursuant to its bylaws, the representative must be either the Mayor, City Manager, or an appointee decided upon by the Mayor or City Manager.  The current appointee is Councilwoman D. Jane Miller, with a term expiration of December 31, 2012. 

OAK RIDGE HERITAGE RAILROAD AUTHORITY
Pursuant to Tennessee Code Annotated §7-56-203, the Board of Directors shall consist of one (1) Director who will be the Mayor or the Mayor's designee and one (1) Director-at-Large who shall be selected by Council who is at least twenty-five (25) years of age and a resident withing the boundaries of Roane County for at least one year preceding appointment.  The current Directors are: Dr. Pete Craven, Director, with a term expiration of October 9, 2012; and Gordon Fee, Director-at-Large, with a term expiration of October 9, 2013.   

OAK RIDGE UTILITY DISTRICT (ORUD)
ORUD was created for the purpose of acquiring, constructing, reconstructing, improving, bettering, extending, repairing, maintaining, and operating a gas system within the City Limits.  By State law, the Board of Commissioners for ORUD consists of five (5) members, who are Oak Ridge residents, appointed by Council.  Members are appointed as follows: thirty (30) days prior to expiration of a term of office, the City Manager meets with the Board of Commissioners (absent the outgoing member) to nominate a successor by majority vote.  Council approves the nominee.  Current appointees are as follows: Jim Charles (with a term expiration of July 1, 2013); Thomas L. Clary (with a term expiration of July 1, 2015); Alan L. Liby (with a term expiration of July 1, 2014); James E. Rushton (with a term expiration of July 1, 2016); and Nancy B. Stanley (with a term expiration of July 1, 2012).
