City Manager's Office:
The City Charter establishes the City Manager as the chief executive
officer of the City. The City Manager is appointed by and serves at the
pleasure of City Council. The City Manager is responsible for planning,
organizing, directing, controlling, and evaluating the operations of the
municipal government in order to implement Council policies in an
effective, and economic manner. In carrying out these responsibilities,
the Manager interprets and implements Council-determined policy;
oversees the enforcement of all laws and ordinances; appoints and
removes department heads and employees on the basis of merit; exercises
control and supervision over all departments; prepares and recommends
annual operating and capital improvement budgets; screens and prepares
agenda materials; recommends legislation that appears necessary and
desirable; advises Council of the financial conditions and future needs
of the City; informs the public through reports to Council regarding the
operation of City government; represents the City in its relations with
the public, the press, and other governmental and private agencies; and
performs such other duties as may be described by the City Charter or
required by ordinance or resolution of Councildocuments to view or download:
